Following Brexit, the UK implemented its own Submit Cosmetic Product Notification (SCPN) portal.The SCPN (Submit Cosmetic Product Notification)  is the official UK notification portal where Responsible Person must register cosmetic products before they are placed on the Great Britain market, as mandated by the UK Cosmetics Regulation (EC) No. 1223/2009 (UKCR). This notification process is separate from the EU CPNP portal.

Compliance with the SCPN UK is vital for marketing in the UK, ensuring product traceability, safeguarding consumer health, and promoting transparency within the cosmetics sector.

Who can register in the SCPN?

Only Responsible Persons based in the UK are authorized to register products in the portal. This means that companies located outside the United Kingdom cannot register their products, as they are not legal entities within the country.

UK Responsible Person (RP):
UK regulations require the appointment of an RP for products sold within the UK. The RP is responsible for ensuring that all safety measures and legal obligations are fulfilled. This role can be taken on by a consulting firm, manufacturer, importer, or distributor based in the UK.

It is SAFE to share this information?

Absolutely. The SCPN is an official government database, and the information uploaded by companies and Responsible Persons is confidential. No one, other than the relevant authorities, can access or verify this data.

What is the result of SCPN Registration?

Once your product is successfully registered in the SCPN portal, you will receive an SCPN registration number. This number serves as a unique identifier for your cosmetic product throughout its lifecycle in the European Union. Additionally, a PDF report is generated, providing a summary of all the product information submitted on the portal.

SCPN registration is eternal?

You must update the registration if any of the information outlined in the section “Which information is necessary to register a product?” changes. This includes, but is not limited to, modifications to the Responsible Person, label, formula, country of origin, and more.

Who can see the SCPN information?

No one can verify whether your products are registered in the SCPN database except for national authorities (such as governments, customs, etc.). The SCPN details, including the registration number and report, are only accessible to the Responsible Persons and the companies that own the products.
